Kathy Afzali

Executive Director

Kathy is a dynamic community leader and businesswoman with 35+ years in private sector, public service, and non-profit work.  You may know her as a popular Maryland State Delegate, who was twice elected to represent the 11 municipalities and 130K+ residents of Maryland’s Legislative District 4 from 2011-2019.

Kathy began her professional career as a Broadway dancer, as well as a film, TV, and commercial actress. When she gave her life to Christ in 1987, she felt led to work with youth and founded The Children’s Theatre Project, bringing culture and art programs to inner-city youth.  

Kathy and her husband David married in 1992 and moved to Frederick County in 1994. She is Founder and President of Access KDM Consulting and serves as a board member at the Frederick Rescue Mission, which is Western Maryland’s number one provider of food for the hungry. She teaches and coaches in the Mission’s residential recovery program to those experiencing chemical addiction.

David and Kathy are members of Grace Community Church and live in Middletown with their two daughters Mary and Annabelle.
